So far it's the multiplayer portion only, but I think they have plans to eventually have it be the full game. GoldenEye X is a real popular one, it takes Perfect Dark and turns it into Goldeneye. Note that hacks can range from the silliest little thing to full game hacks. And it's not what I think of when I hear "ROM hack." They'll only ever be playable in emulators, they're impossible to play on real hardware. Texture hacks are fun to look at screen shots of, but they're not for me. Pretty sure I've seen the same kind of thing done for PS1 game too. There's an article on the RB homepage, with lots of screen shots, covering texture hacks for N64 games.

Both aren't simply plug and play IIRC, you need to put certain files in certain places within your Project64 folder. Also there's a Super Mario 64 hack that changes the tilesets to an SMB1 theme.
